Parliamentary procedure has three main purposes. It makessure that
©everyone who wishes has a chance to speak
©everyone doesn't talk at once
©matters that are brought up are acted on in some way
A meeting conducted according to parliamentary procedurealways has a chairperson. Usually the chairperson is thepresident of the club or group that is meeting.
The chairperson guides the meeting according to specificprocedures. The members follow those procedures under theguidance of the chairperson.
According to parliamentary procedure, business is conductedby the making of motions. A motion brings a specific topic intoconsideration. Only one motion may be considered at a time.
In a meeting conducted according to parliamentary procedure,every member is expected to follow these rules:
1. Speak only after you have been recognized by thechairperson.
2. Speak only about the motion that is being considered.
The chairperson is expected to follow these rules:
1. Be fair and tactful. Give every member a chance to speak.
2. Limit the discussion to the motion being considered.
3. Do not participate in the discussion.
4. Do not vote, except in a tie or when the voting is byballot.
